sep holds 2019 annual work meeting, 3rd session of 3rd workers' congress
on february 1, 2019, sep held the annual work meeting of 2019 and the third session of the third workers' congress in shanghai.
the main task of the meeting was to fully implement the spirit of the 19th cpc national congress and the second and third plenary sessions of the 19th cpc central committee under the guidance of xi jinping thought on socialism with chinese characteristics for a new era, seriously execute the spirit of spic's 2019 annual work meeting and first session of first workers' congress as well as the working requirement of shanghai municipal party committee and municipal government, summarize the work and analyze the situation, and arrange the work for 2019.
sep chairman and party secretary wang yundan and president and deputy party secretary wang huaiming attended the meeting, and also present were deputy party secretary and labor union chairman gu ai, party committee members and deputy presidents guo baohong, huang chen and xia meixing, party committee member and cfo chen wenhao and party committee member and discipline inspection committee secretary li e.
he changqun, inspector of east china energy regulatory bureau chief of national energy administration, wang zhiqiang, energy division deputy chief of shanghai municipal development and reform commission, wei juliang, party secretary and chairman of spic jiangsu company, and fu liping, president of spic zhejiang branch were invited to attend the meeting and give speeches.
wang yundan, wang huaiming and gu ai presided over the morning and afternoon sessions respectively.
in his speech, wang yundan noted that 2018 marks a truly extraordinary year in sep's business development when the company overcame various difficulties, obtained innumerable great achievements, overfulfilled all the tasks assigned by spic, created a new high in operation performance, and accomplished remarkable successes in various fields of work.
regarding the working experience in 2018, wang expressed that we should adhere to "doing right things and doing things in a right way", insist on total innovation, persist in deepening reform, stick to carrying forward "three thousands" hardworking spirit, and that the company should cultivate vast numbers of cadres and staff with the courage to shoulder responsibilities and make innovations and the capability to accomplish work, and rely on them for sep's future development.
with respect to spic's "first-class strategy in 2035", wang stressed that the strategy is the guiding outline and action guide of the company's work in future and thus is of great significance. sep should comply with and serve spic's strategic arrangement resolutely, and go all out to undertake the task. meanwhile, the company should pay special attention to and properly deal with the "seven major relationships" raised by spic chairman qian zhimin, follow the position assigned to sep by the spic, do something more important by leaving others undone, and implement various construction tasks for professional platform company, listed company and regional company.
as regards the work in 2019, wang noted that the company should follow the guidance of xi jinping thought on socialism with chinese characteristics for a new era, fully implement the spirit of the 19th cpc national congress, the second and third plenary sessions of the 19th cpc central committee, and the central economic work conference, comprehensively execute the arrangement of spic's 2019 annual work meeting and first session of first workers' congress as well as the working requirement of shanghai municipal party committee and municipal government, adhere to new development concept, insist on promoting high-quality development, uphold lawful, scientific and strict corporate governance, persist in reform and innovation, stick to "focusing on development, increasing profit, and promoting harmony", accomplish construction and application of the "two major systems" for strategic implementation guided by comprehensively carrying out spic's "first-class strategy in 2035", focus on creating first-class industry, excellent headquarters and first-class cadre team, endeavor to push forward clean energy development and multinational operation development, make sure to complete annual goals and tasks and strive to overfulfill them, work hard to realize the objective for the 13th five-year plan a year in advance, make great efforts to become spic's pioneer and pacesetter in building a world-class clean energy enterprise, and greet the 70th anniversary of the founding of the prc with outstanding performance.
he also called on the company to focus on the following aspects of work: first, strengthen grand safety management concept, and ensure steady progress of high-quality development; second, construct and apply the two major systems well, and ensure the implementation of spic's strategy; third, reinforce efficient operation of jykj system, and strive to overfulfill annual operation tasks; fourth, enhance the party leadership and major security system construction comprehensively, and form synergy for development.
wang huaiming delivered a work report titled "deepen reform and innovation, accelerate high-quality development, and strive to become the pioneer and pacesetter in building a world-class clean energy enterprise", which reviewed sep's working achievements in 2018 comprehensively. last year, the company witnessed stable improvement in work safety, quality and environmental protection, overfulfillment in production and operation goals and tasks, further acceleration in high-quality development, transformation and upgrading, continuous enhancement in core competitiveness, effective increase in internal development vitality and force, and solid progress in overall and strict party governance.
the report deeply analyzed the situation at present and in the coming period, and put forward the overall requirements, goals and tasks for the company's work in 2019. it also drew attention to the following fields in the annual work for 2019: first, leave no stone unturned to promote the implementation of spic's "first-class strategy in 2035" in sep; second, lay a solid foundation and ensure safety; third, guarantee growth and strive for the first class; fourth, focus on development and facilitate transformation; fifth, increase driving force for innovation; sixth, inject vitality into reform; seventh, create value in strengthening party construction.
performance responsibility agreements and performance evaluation agreements were signed at the work meeting. representatives from sep planning and development department, policy and legal affairs department, emba and minghua electric power gave special topic speeches.
at the workers' congress, li e read the list of advanced collectives and individuals of the company in 2018.
the meeting participants listened to the work report on behalf of the management team and personal work report of chairman made by wang yundan, the personal work report of president made by wang huaiming, the report on the usage of welfare expenses and business entertainment expenses in 2018 made by chen wenhao, and the report on the consultation and handling of important issues in inter-sessional joint conference of the second session of the third workers' congress made by gu ai.
those present at the meeting also listened to the report on the handling of proposals in the second session of the third workers' congress and proposal solicitation in the third session of the third workers' congress, and reviewed and passed the resolutions of the third session of the third workers' congress.
at the meeting, the company also conducted democratic evaluation on management team and talent selection and employment. in addition, the meeting participants watched the company's advertising video titled "run to chase dreams".
spic human resources department, foreign representatives from sep's overseas projects and representatives from enterprises with the company's equity participation were invited to the meeting. also present were deputy chief engineers, deputy chief economists and various department heads of the company, as well as major leaders and staff representatives from the affiliated companies.
